Deloitte has appointed Jessica Blume, principal, Deloitte Consulting LLP, to lead its state government practice. Blume has also been named as public sector industry group leader, effective immediately.

Deloitte’s public sector industry group is comprised of both the state government sector and federal government services.

Blume will transition into both roles this month and will work alongside Bob Campbell, Deloitte’s current U.S. state government sector leader, until his retirement in June. Robin Lineberger, chief executive officer and national sector leader of Deloitte’s federal government services, will collaborate closely with Blume to continue to build capabilities to serve public sector clients and achieve greater synergies with Deloitte’s federal, state and commercial practices.

Blume began her Deloitte career in the government sector and has held numerous leadership roles in Deloitte Consulting LLP. She has served as Deloitte Consulting’s southeast regional managing director; national managing director, public sector; and national managing director, industries. Blume is a member of Deloitte Consulting’s board of directors and previously served on Deloitte LLP’s board of directors.

“Jessica is uniquely qualified for her new roles given her in-depth experience in the public sector,” said Karen Mazer, vice chairman and the managing principal of U.S. industries, Deloitte LLP.

“Jessica has served Deloitte in many key leadership roles and continues to serve some of our most important state government clients. As the public sector and its leaders work through the major challenges they are encountering in an important election year, Jessica’s experience and vision will ensure a fresh perspective, and she will continue to position our public sector practice as the professional services leader in the marketplace.”

“I’m truly excited and look forward to assuming my new responsibilities,” said Blume.

“During these troubled economic times, governments are facing major challenges with increasing citizen demands. I am confident that our practice has the unique ability to provide governments relevant perspectives and game changing services during these times. I am also proud to bring the power of our more than 7,500 public sector professionals, many of whom have both Deloitte and prior government experience, to bear against these challenges. ”

Campbell has served as the U.S. state government leader for the past eight years. During his nearly four decades of service at Deloitte, Campbell has held several leadership roles, including leading Deloitte’s public sector practice when Deloitte’s industry program was newly established. He co-founded Deloitte’s federal practice 10 years ago and led Deloitte’s public sector consulting practice again during the early part of the last decade.

During his career at Deloitte Campbell has served more than 40 states, co-authored several books and reports, and most recently served on the 19-member Bipartisan Policy Center’s U.S. Debt Reduction Task Force.

“I could not be leaving the state government practice in better hands than Jessica’s. I’m looking forward to staying involved in government affairs,” said Campbell.

“It has been an incredible 39 years at Deloitte, and I would like to thank all of my colleagues for their hard work and support.”
